Sounds a little high, but reasonable
I've been getting $625 plus the venting if needed and that includes the city codes inspections and permits
When our water heater stopped working(and was leaking all over basement), I bought a new one and installed it myself. My hubby had long term illness and was unable to do it. Then I put old water heater on freecycle as scrap and someone took it away.
